EU Regulation, Entry Summary Declaration (ENS) Mandatory January 1, 2011

Effective , January 1, 2011, the EU Regulation 1875/2006, Entry Summary Declaration (ENS) becomes mandatory.

The purpose of these new cargo security rulings is to allow Customs authorities for countries that are EU member states to assess the security risk of goods prior to their arrival in the EU. Failure to supply the necessary documentation and information will result in cargo not loaded at place of origin (port/airport) or possible delays in customs clearance at the EU point of entry for road moves.

Requirements By The Shipping Lines Filing the ENS

This regulation requires an electronic declaration of goods in advance of the goods being carried into the customs territory of the EU.

The regulation applies to:

  • Goods to be imported into the EU
  • Goods to be transshipped through an EU port for destination outside the EU
  • Goods to be re-loaded in an EU port for transit to a destination outside the EU
  • Freight Remaining on Board (FROB)
